中国土地利用规划的理论和方法探讨

研究目的:初步建立中国土地利用规划的理论和方法体系.研究方法:文献资料法,对比法.研究结果:中国土地利用规划的理论分为经济学的基础理论、总体理论和主题理论三个层次.基于过程的土地利用规划方法包括建立规划模型的方法、编制规划方案的方法以及评价规划方案的方法.研究结论:土地利用规划是社会经济发展的需求和产物,宜从中国社会经济发展的变革、土地利用规划的实践以及国际土地利用规划的变革中不断发展中国土地利用规划的理论和方法,提高土地利用规划的科学性.

Exploration of Theory and Methodology of Land Use Planning in China

The purpose of the paper is to set up primarily the theory and met ho dology of land use planning in China. Methods of documentation and comparison an alysis were employed. The results indicate that the theory comprises basic theor y,general theories and thematic theories of political economics. And the method ology of process-oriented land use planning mainly comprises setting up plannin g model,compiling plans and assessing plans. To compile land use planning is th e requirement and result of social economic development. In order to enhance the scientificity of land use planning,it is important to develop land use plannin g theory and methodology with Chinese characteristics by taking international la nd use planning experience for reference,by adapting to Chinese social and econ omic reform and reviewing land use planning practice in the past.
