土地整治转型——基于公共品供给激励视角的研究

研究目的:探索土地整治模式转变与公共品供给之间组织层面的制度激励关系。研究方法:对长三角地区江苏、浙江、上海、安徽4省的土地整治政策及案例进行比较研究。研究结果:当土地整治项目"控制权"在地方政府而不是部门,"晋升偏好"由经济需求向民生需求转变,土地整治模式综合度较高,公共品供给激励较强。土地整治模式的转变由与公共产品供给激励相关的控制权分配和晋升偏好的变化驱动。研究结论:地方"控制权"分配和中央"晋升偏好"的双重转变对公共品供给产生积极影响,地方政府更倾向于提高项目的实施效率,以及有更高的自主性并利于解决资金限制。

Transformation of Land Consolidation: Based on the Modes from the Perspective of Public Goods Supply Incentive

The purpose of this paper is to explore the reasons behind the transformation trend of land consolidation modes from the perspective of public goods supply incentive,which is led by the changes of organizational institutions.The research method is the case study and comparative analysis conducted in Jiangsu,Zhejiang,Shanghai and Anhui provinces of the Yangtze River Delta.The results show that the“ control rights” of land consolidation projects are in the local governments rather than the land management departments.The local governments have more motivations and capacities than the land management departments to provide public goods since the central government shifts its “promotion preference” from economic growth to human well being supply.The transformation of land consolidation modes is driven by the changes of policy orientations and institutions related to the perspective of public goods supply incentive.In conclusion,the shifts of“ control rights” in local governments and“ promotion preference” set by the central government exert a positive impact on more public goods supply of land consolidation projects.As a consequence,the local governments tend to have higher efficiency of project implementation,more autonomy and less financial constraints.
