中国土地整治资金效益及其空间分异

研究目的：评价土地整治资金的使用效率，为不同尺度土地整治资金实施效果评价标准序列建立及宏观政策决策制定提供科学依据。研究方法：指标评价法。研究结果：中国不同类型的土地整治项目投资效益有所差异，土地整理项目的投资效益相对较高；各类型土地整治项目的资金使用效率呈现国家、省、市不同尺度的较大空间差异。研究结论：市域尺度土地整治项目投资效益评价分析能够反映中国土地整治项目的总体投资效益情况，适用于全国层面土地整治项目投资效益的深入评价分析。

Analysis on the Monetary Benefit and Spatial Disparity of Land Consolidation in China

The purpose of this paper is to evaluate the monetary benefit of land consolidation so as to provide a scientific reference for the macro-level policy design and the establishment of standardized assessment of monetary benefit on land consolidation at different scales. Method employed is indexes evaluation. The results indicate that the monetary benefit of land consolidation projects in China showed disparity in terms of the consolidation type. The benefit of land readjustment in rural area had more beneficial effects. Furthermore, the budget efficiency of different types of land consolidation projects was spatially different at national, provincial, municipal scales. Therefore the paper concluded that it was probably more appropriate to evaluate the monetary benefit of land consolidation on municipal scales in terms of the overall feasibility and further evaluation analysis purpose.
