| 摘 要： | 实行土地用途分区管制是合理配置和有效利用土地资源的重要手段 ,为适应土地用途管制的需要 ,从经济学、生态学、规划学、法学角度系统深入的分析了土地用途分区管制的理论基础、分区原则、目的 ,以及土地用途分区管制实施保障与法学性质。通过分析土地利用的分散决策及其后果和土地用途管制制度的产生 ,以及土地用途分区管制的法律基础 ,深入研究了土地用途分区管制与生态系统整合性特征之间的联系 ,以及与土地利用总体规划之间的关系 ,最后提出了县级土地用途管制分区的实施管理建议与措施。

| Abstract: | This paper deeply studied the theoretical foundation,purpose and the legislative future of control over land use zoning through the perspectives of economics,ecology,planning and law.In this paper,we studied the legal basis and the origin of land use zoning based on analyzing scattered decisions and their consequences.And we also studied the relationship of control over land use zoning with the adjustment characteristics of eco-system and land use planning.At last,we suggested the implement and management of control over land use zoning at county scale. |
