南京市基础设施投融资体制改革探讨

研究目的:以南京市为例,探讨中国城市基础设施建设中的投融资改革.研究方法:实证分析法.研究结果:南京市城市建设投融资体制的主要问题是投资主体单一(政府),筹资和融资渠道狭窄,民间资本份额过低,融资渠道不畅.研究结论:利用项目区分的原理深化改革城市基础设施的投融资体系.建议:(1)转变政府职能,政企分开;(2)积极培育投资主体,多方吸引社会资金;(3)完善土地储备制度,提高政府财政收入;(4)城市资产管理市场化;(5)产品和服务价格市场化.

Study on Innovation to the System of Investment in the Urban Infrastructure-A Case of Nanjing

The purpose of the paper is to study on the innovation of urban in fr astructure investment in China,taking Nanjing as an example. Method of case stu dy was employed. The results show the main problems of investment to urban const ruction in Nanjing include undiversified investors,narrow financing channels,l ow proportion and obstructed channel of social capital to urban construction inv estment. Based on the theory of project distinguishing,several advises are prop osed: (1) change the role of government; (2) cultivate new principal part of inv estment and attract social capitals through more channels; (3) improve the syste m of land purchase and reserve to increase the government financial income; (4) accelerate the marketization of urban assets; (5) accelerate the marketization o f the price of urban construction products.
