农村大学生农转非土地流转潜力研究

研究目的:测算农村大学生农转非土地流转潜力。研究方法:明确农村大学生对原土地承包经营权的拥有性,通过收集相关数据资料,建立农村大学生农地流转潜力测算公式,测算出1999—2007年历年流转潜力。研究结果:经测算,自1999年高校扩招到2007年,农村大学生农转非土地流转潜力为371.35万hm2,占全国耕地面积的3.05%。研究结论:在现行国家鼓励土地流转、实现规模经营的大政方针下,通过明确农村大学生土地承包经营权,搭建农村大学生土地流转平台和途径,促进大学生就业,实现农村大学生土地承包经营权在市场上自由流转,对于土地资源的优化配置、实现土地的规模化经营具有重要作用。

Potentiality of Farmland Transfer due to Rural Students’ Migration of Entering College

The purpose of this paper is to estimate the potentiality of farmland transfer due to rural students’ migration for entering college. Method employed is the potentiality estimation formula of land transfer based on the collected relevant data and information, which can be used to calculate the annual potentialities of farmland transfer from 1999 to 2007. The results indicated that since 1999, i.e., the first year of college enrollment expansion, and until 2007, the potentiality of farmland transfer due to rural students’ migration of entering college is 371350000 hm2 , which accounts for 3.05% of the total farmland area in China. It is concluded that under the national guidelines of encouraging farmland transfer and aiming scale management, to ensure the farmland contractual rights of rural college students, establish the platforms for farmland transfer, increase the employment rate of graduates, and facilitate the free market circulation of farmland contractual rights are the main measures to achieve optimal allocation and scale management of farmland resource.
