| 摘 要： | 研究目的:探讨成都市耕地保护基金制度的成效、特点与问题,为全国层面建立耕地保护基金制度提供借鉴。研究方法:实证调研法。研究结果:通过耕地保护基金发放,农民自发保护耕地的意识得到显著增强。成都市耕地保护基金符合统筹城乡过程中耕地保护和维护农民权益的要求,是从底层通过法律化表达的形式将农民权益固化,并与耕地保护责任相结合的一种做法,但各方面推进的成本较大。研究结论:从全国层面看,可在借鉴成都市经验的基础上,制订符合地方实际的具体操作办法。

| Abstract: | The purpose of the paper is to discuss the achievement,features and problems of the fund system for cultivated land protection in Chengdu in order to provide references for the whole China.The method employed is empirical survey.The results show that spontaneous awareness of farmers on cultivated land protection is significantly enhanced after they obtain the protection fund.The fund system for cultivated land protection in Chengdu meets the requirements of protecting cultivated land and assuring the rights... |
