在总结中国历次集体林权制度改革的经验教训的基础上,提出检验集体林区林权制度改革成败的标准;指出本次集体林区林权制度改革的重点、方向、原则和技术路线;并就南方集体林产权改革配套措施与确权发证方式问题提出建议。

Study on the Complexity of Right System Reform at Southern Collective Forest Zone

The paper has summed up the experience and lessons of the past several right system reforms in our country;proposed the standard of success or failure of the reform,and pointed out the priority,direction,principle and technology route of this reforms.It also gave some proposals as a reference on the reform measures of the Southern collective forest property rights and the right to issue certification.
