大邑县林权流转及评估问题研究

分析了大邑县林权流转的基本状况及取得的成效,指出了大邑县在林权流转评估过程中存在专业林权评估机构和评估人员少、林权评估操作规范陈旧、林权评估业务收费低、林权评估观念淡薄等问题,提出了增设专业林权评估机构、加强专业林权评估人才培养、推行林权流转指导价、大力发展林权流转市场等促进大邑县林权流转工作发展的思路。

Study on Forest Property Transfer and Assessment of Dayi County

The article first analyzes the Dayi county condition of the transfer of forest rights and the results achieved.On this basis,this paper presents the problems of Dayi county in the transfer of forest tenure evaluation process,including:a small professional assessment agencies and assessment personnel of the forest rights,outdated assessment practices of forest rights and the forest right to assess business fees low,and a lack of sense of forest rights assessment.Finally,the circulation status of forest rights in Dayi county investigation and analysis as the starting point,put forward the development of ideas to promote the circulation of Dayi county forest rights work,namely the addition of professional assessment agencies of forest rights,the strengthen training assessment personnel of forest rights,the implementation of forest rights transfer guide price and the vigorously development of the forest rights transfer market.
