| 摘 要： | 本文从资源配置的角度重新定义了退耕还林,并认为社会经济的可持续发展无论是在宏观层次,还是在微观层次都是退耕还林工程的根本宗旨。同时对工程的资金来源作了必要的分析,提出了小额信贷可以而且应该成为其可持续的资金来源之一。

| Abstract: | This paper defines the conversion of cropland to forest and grassland again, which is within the allocation of resources. Regard it as the principle core of social and economic sustainable development, not only in the macro - level, but also in the micro - level. Meanwhile, the paper analyses the sources of capital necessarily, micro - credit could and should be one of the sustainable sources. |
