| 摘 要： | 应用制度经济学的分析工具,将林区、林业与林农问题构成的林区困境放在制度成本、制度受益及其分摊与分配角度进行分析,认为国家汲取工业化原始资本累积的制度成本是林区困境制度根源,林业与林区不具备自我发展的内生动力,林区的出路在于构建以历史贡献补偿和现时贡献补偿为主体的生态补偿机制,并提出建议:要扎实推进商品林资源产权改革;整合规划资源;建立健全的生态补偿机制;科学划分政府与市场的作用领域;加强国际合作。 |

| Abstract: | The paper make use of institutional economics analysis tool,put the dilemma of forest,forestry and foresters into the analysis view of cost,benefit and allocation of institution,hold that the institution cost of original capital accumulation of our country is the root of the dilemma,and forestry and forest area do not have the endogenous power of self development,the way-forward of forest lies in the establishment of ecological compensation mechanism based on the historical and current contribution. Then propose some concrete suggestions,such as to push forward the reform of property rights of commercial forest resources,integrate planning resources,establish and improve the ecological compensation mechanism,define the border of government and market,and strengthen international cooperation. |
