以南方集体林区尤溪县为例,介绍了林权制度改革后森林资源保护和林业社会化服务工作新机制初步形成的情况,分析了当前林业生物灾害防治面临的新问题,并从创新林业植物检疫管理机制,创新林业生物灾害监测调查方式和服务模式,加强和完善林业生物灾害监测预报网络建设,创新林业生物灾害防治管理体制,加快林业生物灾害社会化防治服务体系建设等五个方面探讨了当前县级林业生物灾害防治体制机制创新的问题。

Investigate on the System and Mechanism Innovation of Forest Bio-Disaster Control after the Forest Right System Reform of County

The paper take the southern collective forest region in Youxi County as an example,introduced the situation in preliminary formed a new mechanism of forest resources conservation and of forestry social services after the forest right system reform,analysis of the new problems of facing forest bio-disaster control current,the system and mechanism innovation of forest bio-disaster control of County was investigated in forest quarantine management,monitoring surveys and service model of forest bio-disaster,strengthen and improve the network construction of forest bio-disaster monitoring and forecasting,forest bio-disaster control management and speed up building social service system of forest bio-disaster control.
