| 摘 要： | 对国有林场改革与发展中若干问题进行了探讨,提出国有林场应向企业而不是事业转变的改革方向,其隶属关系应统一到县级林业主管部门,各级政府应承担起对生态公益林而不是国有林场的出资职能,切实解决国有林场的历史负担问题,积极运用市场化手段解决国有林场的人员负担问题。
