三明市集体林产权制度变迁研究

Study on the Collective Forests Property Rights Institutional Transformation of Sanming City

The paper objectively records the reform history on the property rights institution of collective forests in Sanming over the past twenty years.The paper analyzes the outcomes and driving forces from the household operation reform to the institutional transformation of board of shareholders in the background of forestry reform in the southern collective forestry areas at the early stage of China's rural reform.The paper analyzes the waning of forces supporting collective operation institution for the collective forests and the strengthening of the market forces in allocating resources in the course of adjustments of forestry board of shareholders and the formation of independent operation institution by farm households and individual farmers.The paper verifies that the constraint changes are the rules underlying the different institutional arrangements on property rights of collective forests.
