论退耕的概念

结合国内外退耕实践,首先给出了退耕的广义概念———退耕即出于政治、经济、社会、生态等原因,将耕地停止耕种并将其转变为其他土地利用方式,进而从我国当前的实际出发,重点提出了狭义退耕,即生态退耕的概念,并从退耕的目的和出发点、耕地的概念、退耕对象的生态状况以及退耕中“退”字的含义等四个方面对生态退耕的概念进行了深入的分析。最后通过比较,认为Converting Cultivated Land back to Forest or Grassland,etc.是中文退耕较为准确的英文翻译。

Study on the Conception of Converting Cultivated Land back to Forest or Grassland, etc.

Firstly this paper introduces the broad sense conception of converting cultivated land back to forest or grassland,etc.——stopping cultivation in cultivated land and turning the cultivated land into other land use type for political,economic or ecological aim.Secondly the narrow sense conception of it,ecological conversion from cultivated land back to forest or grassland,etc.,is promoted according to the practice of our country.It can be declared like that:"to improve eco-environment and restrain natural disaster,stopping cultivation in cultivated land which have caused or will cause negative influence on eco-environment,and restoring vegetation in artificial or natural way,or stopping cultivation in cultivated land which was changed from lake or wetland and restoring the original state or batter state from ecological aspect.Then the paper analyzes the conception of ecological conversion deeply from four aspects,i.s.the purpose of the ecological conversion,the conception of cultivated land,the ecological condition of cultivated land to be converted and the meaning of the word 'converting'.Finally,after comparison and analysis,'Converting cultivated land back to(Forest or Grassland,etc.)' is considered as the better translation of the words in Chinese.
