补贴政策对农户油茶经营供给时间影响实证分析

基于福建省5个县市的216户油茶种植户的微观调查数据,采用截取回归模型定量分析油茶补贴政策对农户油茶经营供给时间的影响。研究结果表明:油茶补贴收入对户主油茶经营供给时间具有高度显著的正向影响,油茶补贴政策很大程度上调动了农户经营油茶产业的积极性;此外,家庭平均年收入、户主从事非农劳动时间、加入油茶专业经济合作组织、户主时间贴现率对农户油茶经营供给时间具有显著的负向影响;具有社会资本、户主懂得油茶经营管理技术则具有显著的正向影响。因此,提出加大不同形式补贴的力度、加大经营管理技术培训的力度、鼓励发展油茶专业合作社、加大技术研发力度的建议。

Empirical Analysis on the Effect of the Subsidy Policy on Farmers' Supply Time of Managing the Camellia Oleifera

⑴ Background——Camellia oleifera is called oriental olive oil.The development of the camellia oleifera industry not only provides residents with high-end edible oil,but also helps increase farmers' income.The camellia oleifera subsidy is an important policy variable for farmers to produce and operate camellia oleifera.Therefore,analyzing the impact of the camellia oleifera subsidy policy on the labor time allocation behavior of farmers is conducive to better allocation of labor resources,improving the production efficiency of camellia oleifera,and providing decision-making reference for the relevant departments to adjust the camellia oleifera subsidy policy.⑵ Methods——The research team collects the data of 2014 which is about the production and operation information of the camellia oleifera growers who come from some key camellia oleifera production counties of Fujian by using the questionnaire survey method from August to November 2015.Based on the micro survey data of 216 camellia oleifera growers in five counties and cities of Fujian Province,the paper uses the Tobit model to quantitatively estimate the effect of the camellia oleifera subsidy policy on farmers' labor time allocation behavior.⑶ Results——The research indicates that the subsidy income of camellia oleifera has a significant positive impact on the household heads' supply time of managing the camellia oleifera at the significant level of 1%.The implementation of the camellia oleifera subsidy policy reduces the operating costs of farmers,makes the farmers produce good expectations,and stimulates the enthusiasm of farmers to operate the camellia oleifera.Thus the farmers invest more time in operating the camellia oleifera industry.In addition,average annual household income has a significant negative impact on farmers' supply time of managing the camellia oleifera at the significant level of 5%.Household heads' non-agricultural labor time has a significant negative impact on farmers' supply time of managing the camellia oleifera at the significant level of 10%.Joining camellia oleifera professional economic cooperation organizations has a significant negative impact on farmers' supply time of managing the camellia oleifera at the significant level of 1%.And household heads' time discount rate has a significant negative impact on farmers' supply time of managing the camellia oleifera at the significant level of 5%.The household heads' social capital has a significant positive impact on farmers' supply time of managing the camellia oleifera at the significant level of 5%.And the management technology of camellia oleifera has a significant positive impact on farmers' supply time of managing the camellia oleifera at the significant level of 1%.But the family operating area of camellia oleifera,the forest land distance from highway,the forest land property form,the non-agricultural income proportion of the household income,the household debt situation,the household heads' age,the household heads' educational year,the household heads' physical fitness,the household heads' non-agricultural labor skill,the disaster,the local economic development level,and the local labor cost have no significant impact on farmers' supply time of managing the camellia oleifera.⑷ Conclusions and Discussions——The camellia oleifera subsidy policy is conducive to increasing the farmers' supply time of managing the camellia oleifera.But the camellia oleifera subsidy income level of the sample farmers is still relatively low.Therefore,this paper proposes to increase the intensity of different forms' subsidies,to strengthen the training intensity of management technology,to encourage the development of camellia oleifera professional cooperatives,and to increase the intensity of technology research and development.
