| 摘 要： | 通过外部性理论解释了“退耕还林”中农民参与长效性不足的原因,介绍了我国现行的以个体承包制为代表的激励机制,指出了现行个体承包制中存在的产权制度不完整、产权落实不到位及界定模糊等问题,详细分析了这些问题对农民参与长效性的负面影响,并从私人收益保障和生态效益补偿两个维度提出了若干建议。

| Abstract: | The discussion will firstly explain the reasons for absence of farmers continued participations,and expand the household contact management.The second part will point out some problems:lacking of the property rights,inefficacy of the property rights,and unclear problems,and analyze the negative effects.Finally,it will give a series of advices. |
