| 摘 要： | 从生态补偿的角度,在对拉市海退耕还林项目进行社会调查的基础上,利用博弈工具分析了政府、上下游社区在退耕还林中的收益变化,在参与退耕还林项目后农户的产业选择及政府的政策选择,揭示了退耕还林在保护流域环境方面的局限性,提出在生态补偿思路下进行流域环境保护的建议。

| Abstract: | In the perspective of ecological compensation and with field survey of sloping land conversion program in Lashihai,this paper analyzes the change in gains from the sloping land conversion program by the main stakeholders of government,upstream community,and downstream community. It also analyzes the alternative livelihoods of households,the alternative policies of government,and constrains of sloping land conversion program in protecting watershed. It concludes with recommendations on watershed protection with perspective of ecological compensation. |
