林改政策对不同资源禀赋林农的营林造林行为影响与作用机理研究——以江西省为例

根据对江西省500个农户的调查,运用行为选择模型与协方差分析法,对当前国家林改政策对不同资源禀赋林农的营林造林决策行为影响与作用机理进行了实证分析。实证结果显示:第一,林农的营林造林行为会受林农资源禀赋的影响,显著性水平表明,经济资源禀赋和收入能力禀赋是林农营林造林决策行为的决定性动因。第二,林改政策和林木采伐指标审批政策对林农营林造林行为产生了明显的调节作用,并通过增加林农收入和稳定林农收入预期来实现的。

The Research of Policy Reform Influence and Effect of Forestation Behavior on Different Resource Endowment of Farmers——A case study of Jiangxi province

In this paper,based on a survey of 500 rural households in Jiangxi Province,using the behavior choice model and analysis of covariance method,empirical analysis of influence and effect of forestation decision-making behavior of different resource endowment of farmers an the mechanism on the current policy of national forest reformation. The empirical results show that: first,behaviors of farmers will be affected by forest resources,economic resources and income ability endowment is the decisive cause forest forestation decision behavior. Second,further study showed that,forest policy and forest harvesting index approval policy had pronounced effects on the forest forestation behavior,this effect is achieved by increasing farmers' income and stable income is expected to achieve.
