发端于美国次贷危机的全球金融危机引起了全球政策制定者对各国货币政策和金融监管的强烈反思。有效防范金融机构的顺周期和系统性风险,促进全球经济金融平稳运行,构建宏观审慎政策框架已成为政策制定者的共识。当前的国际国内经济金融环境给我国传统的货币政策和金融监管带来十分严峻的挑战,构建符合中国国情的宏观审慎政策框架,对于防范和化解金融风险,促进我国经济增长方式转变,保持我国金融机构健康发展,实现国内宏观经济可持续增长有着十分重要的现实意义。

The Theory and Practice of the Establishment of Macro Prudential Policy Framework for China

The global financial crisis which originated from the U.S.subprime mortgage crisis has caused a strong reflection of the global policy makers on national monetary policy and financial regulation.It is the consensus of policy makers that building macro prudential policy framework to effectively prevent the pro-cyclical and systemic risks and to promote the smooth running of the global economic and financial development.The current international and domestic economic and financial environment brings a very serious challenge for China’s traditional monetary policy and financial regulation.It is of great practical significance to build a macro-prudential policy framework in line with China’s national conditions,to guard against and defuse financial risks,and to promote the transformation of economic growth pattern and to maintain healthy development for our financial institutions and sustainable growth for the domestic economy.
