晚清中央银行法律制度发展论——以政府主导下的制度生成过程为视角

在世界近现代经济发展中,与自由商品经济同步发展而来的近现代金融制度,对资本主义经济的快速扩张起到了原生动力的作用,而中央银行控制全国信用市场调节经济发展速率的功能,自1920年布鲁塞尔国际金融会议以来在世界各国更是备受关注。中央银行制度既然成为了经济发展中宏观控制体系中的核心模块,在考察近现代中国金融制度发展史时,晚清中央银行法律制度的发展变迁也就不能被忽视。

Study of Central Bank Law Policy Setting in Late Qing Dynasty——A view Point Based on the Development of Policy under the Instruction of Government

In the modern economic development around the world,finance is a indispensable original power.It has contributed the most important capital power for the quicken development of capital economy together with the development of free commodities economy.The function of central bank controlling national credit market and regulate market economic development has attracted the whole world's attention.Central bank policy has become a core model in economic development macro controlling system.In the process of studying China financial policy development,the initial status of the late Qing dynasty policy should not be neglected.This paper takes the 3 traditional function of central bank as a framework, and tries to discuss the earliest development of central bank policy development.
