农村社会保障金融体系的国际比较与借鉴：金融功能视角

农村社保金融应作为整个社会社保金融不可分割的一部分而共享所有一切政治、社会和经济资源,从而形成完整的全民社会保障体系。导致农村社保金融抑制的更深层次的原因在于特定的社会经济发展战略。如果不调整战略思路,仅仅改变作为内生变量的社保金融政策,对于追求可持续发展的质性社保金融则难以达到预期目的。中国社保资金供给是农村社保金融的基础环节,而社保基金的投资和保险金的计发是关键环节。

International Comparative Study for Constructing China's Rural Social Security Financial System: a Financial Function Perspective

Rural social security finance should be treated as an inseparable part of the whole social security financial system;and enjoy all the political;social and economic resources.Only when rural areas are covered, can a social security system be called an integral one.The deeper root of social security financial restraint,as this paper argues,lies in certain social economic development strategy.If changes are only made to the dependent variable, namely the social security financial policy,instead of the development strategy,the sustainable development of social security financial system may be hard to achieve.In our country,the fundamental issue of rural social security finance lies in the fund supply,and the two critical issues are the investment of social security funds,plus the calculation and distribution of insurance payment.
