社会主义市场经济体制下土地产权制度改革研究

摘    要:土地是极其重要的经济社会发展要素,土地市场是市场经济基本的要素市场之一,它与资本市场、劳动力市场、商品市场等共同构成了市场经济的基础.建立健康、完善的市场体制,首先要打好市场经济体制的基础,就是要构建健康、完善的市场要素市场.经过三十多年的改革开放,新中国的基本经济制度已经由传统的计划经济体制转变为社会主义市场经济体制.但是由于土地市场体制、机制的建立和发展大大滞后于资本和劳动力等其他要素市场,成为制约我国发展和完善社会主义市场经济体制的巨大瓶颈,只有解放思想、大胆突破,深化土地产权制度改革,使生产关系进一步适应生产力的发展,才能继续发展和完善社会主义市场经济体制,加快建成现代化国家,实现中国梦.

Research on Land Property Rights System Reform under the Socialist Market Economic System

Abstract:Land is one of the most import factors of economic and social development. Land market is one of the basic factor markets in market economy. Together with capital markets,labor markets and commodity markets, it constitutes the basis of market economy. To build a healthy and perfect market system, we must build healthy and perfect factor markets, which is the basis of market economy system. Through thirty - year' s reform and opening - up,the new China has transformed from the planned economy system to the socialist market economy system. How- ever,the establishment and development of land market system and mechanism largely lag those of other factor mar- kets, which has become the constraint of developing and improving the socialist market economy in our country. Therefore, we must emancipate the mind and boldly break through the traditions. We should deepen the reform of land ownership,so as to make the relations of production further adapt the development of productivity,in order to develop and improve the socialist market economy in China, to accelerate the process of modernization, and eventu- ally to achieve the so called "Chinese Dream".
