我国体育彩票公益金分配管理中存在的问题及改进建议

随着我国经济、社会以及体育事业的快速发展，全民健身观念日益深入人心，但作为其资金保障的体育彩票公益金管理问题也日益突出。因此，当务之急是借鉴西方国库单一账户体系，加强体育彩票公益金预算外资金的管理，尝试新型综合财政预算，准确评价体育彩票公益金的使用效率，成立“体育彩票公益金管理委员会”，赋予其管理和监督权力，尽快出台《彩票管理条例》，以强化对彩票的规范管理。
