我国县域经济发展中的问题与对策

发展县域经济是解决“三农”问题,缓解县乡财政困难的根本途径。本文从县域经济的发展指导思想、财政管理体制、县域经济发展的财力保障、“三农”问题等论述了县域经济发展中存在的问题,并提出了相应的对策,即一是发展县域经济要有新理念、新思路、新规划;二是加快政府管理体制改革,为县域经济发展松绑;三是化解县乡债务,为县域经济发展减负;四是完善财政管理体制,促进县域经济发展;五是重点解决“三农”问题,实现城乡和谐发展。

Problems and Their Countermeasures in the Development of Chinese County Economy

Developing country economy is the fundamental solution to the problem of agriculture,countryside and farmers.This article puts forward some countermeasures to the existing problems in the development of the country economy based on the guidance thoughts,financial management system,financial protection of its own with a detailed discussion of the problem of agriculture,countryside and farmers,i.e.first,there must be new theories,new thoughts and new plans;second,quickening the system reform of the government management to facilitate the development of the country economy;third,writing off country liabilities to alleviate the burden on the country economy;fourth,consummating the financial management system to accelerate the development of the country economy;fifth,settling the problem of agriculture,countryside and farmers to achieve the development of cities and counties in harmony.
