| 摘 要： | 随着近年来对财政风险的日益关注，地方政府的债务融资风险也受到了人们越来越多的重视，笔者认为，我国现行地方政府债务融资管理制度所存在的种种缺陷，是造成这一风险加剧的重要因素之一，必须及时加以规范和完善。
