| 摘 要： | 加入世贸组织后 ,如何改革对农业补贴工作 ,支持农业的发展 ,是当前财政工作的一项紧迫课题 ,从世界范围来看 ,财政补贴一直是各国保护农业最常用最有效的手段 ,财政对农业补贴在我国的实施历史也比较长 ,但随着加入WTO也暴露了许多与世贸《农业协定》不相适应的问题。应该在WTO框架下 ,改革“黄箱”政策重点 ,调整“绿箱”内容 ,挖掘“发展箱”潜力 ,使财政对农业的补贴更加合理有效

| Abstract: | How to reform the financial subsidy to agriculture so as to support its development after the China's entrance of WTO, is a important subject of current finance work. In fact the financial subsidy is the most widely-used tool to protect agriculture all around the world. In China, the policy has been exerted for a long time, but as China enters WTO, some problems are also uncovered. Thus, in order to make the financial subsidy more efficient under the WTO's frame-saw, we should reform the restricted-subsidy, adjust the allowed-subsidy and mine the policy special for developing country. |
