两种属性的积极财政政策及其选择

积极的财政政策是一种扩张性的财政政策，但由于政策目标与政策结构的差异，将会形成效率型与稳定型两种属性的积极财政政策，而它们又将从不同的层面影响经济增长与就业增长的关系，进而导致不同的政策效果。1998年以来，我国所实行的效率型积极财政政策在一定程度上加剧了就业的严峻形势。为了扩大就业，促进再就业，保证改革的稳定环境，我国的积极财政政策应由“效率型”转向“稳定为主兼顾效率”的复合型积极财政政策。

Two Types of Active Fiscal Policies and Their Selection

Active fiscal policy is one of an expansionary fiscal policy. Due to the difference between policy goal and policy structure, there are two types of active fiscal policies: efficiency-oriented and stability-oriented. The two different active fiscal policies affect the relation between economic growth and employment growth, which lead to different results. Since 1998, the efficiency-oriented active fiscal policy deteriorated the sever unemployment in China to some extent. In order to increase employment and reemployment and ensure a stable reform environment, the Chinese government should shift its efficiency-oriented active fiscal policy to a composite one that focuses on stability while considering efficiency as well.
