| 摘 要： | 加强非经营性国有资产的监管,关系到国家政权的建设。为了解决目前非经营性国有资产存在的家底不清、闲置浪费和流失严重等问题,本文探讨了加强非经营性国有资产监督管理的思路,即建立一个所有权管理集中化、占有使用权管理动态化的管理体制。

| Abstract: | To strengthen the management and supervision of non-profitable state-owned assets influences the development of the regime.This paper discussed the thinking of strengthening supervision and Management of non-profitable state-owned assets in order to solve the problems such as unclear resource,wasting and losses which exist in non-profitable state-owned assets,and build up a managing system of centralized management of possession and dynamic management of occupation and utility. |
