改革开放后中国经济波动背后的政府因素分析

本文分析了改革开放以后的历次宏观经济波动,通过对每一次波动背后原因进行探索,试图从中分析政府因素在其中的作用机制。本文认为,政府部门的影响是历次宏观经济波动中的一个很重要的因素。虽然政府部门的职能正在不断转型,但是由于传统计划经济体制的影响并未消退,政绩考核的数字指标、投资手段的方便获取、地方主义思想的影响以及寻租激励的存在,都导致了政府部门时常介入具体的经营活动,起着类似于一个微观经济主体的作用,从而影响到市场的正常运行。因此,政府部门退出具体的经营环节,把自己的角色定位在完善市场的培育者和监管者之上。

The Government's Effect on Chinese Macroeconomic Vibration after Reform-opening up

This desertion believes that the government is one of the reasons that causes vibration.Though the government's functions have been changing,due to the influence of traditional planned economy,the government's performance appraisal using numeric index,the passport of investment's easy getting,localism influence and rent-seeking,which lead the government often intervene business as a microeconomic main body.As a result,the market's normal running is affected.Hence,the government should quit business and act as marker's foster and supervisor.
