关于国有企业改革制度创新的探讨

中国的国企改革实质上是政府主导下的一场制度变迁.从20世纪90年代以前的放权让利式的改革到90年代以后的围绕建立现代企业制度这一制度创新展开的改革,国企改革经过了20多年的实践探索取得了一定成绩,但很多深层次的问题也同时凸显出来.因此,要完成建立现代企业制度这一制度创新应在以下一些方面多下功夫:(1)对国有经济布局进行战略性调整;(2)构建国有企业的产权结构;(3)建立健全机制,培养中国职业企业家队伍;(4)建立健全社会保障体系.
