关于国有企业改革制度创新的探讨

摘    要:中国的国企改革实质上是政府主导下的一场制度变迁.从20世纪90年代以前的放权让利式的改革到90年代以后的围绕建立现代企业制度这一制度创新展开的改革,国企改革经过了20多年的实践探索取得了一定成绩,但很多深层次的问题也同时凸显出来.因此,要完成建立现代企业制度这一制度创新应在以下一些方面多下功夫:(1)对国有经济布局进行战略性调整;(2)构建国有企业的产权结构;(3)建立健全机制,培养中国职业企业家队伍;(4)建立健全社会保障体系.

Abstract:The reform of Chinese state-owned enterprises is a kind of institution transformation organized by government Before 1990s the reform is operated mainly by the way of giving more power to state-owned enterprises and after 1990s the objective of the reform is to establish the modern enterprise system The reform of state-owned enterprises has been taken for more than 20 years and we have made remarkable achievements, but there are still some problems To complete the institution innovation we should make efforts on the following aspect: strategic adjustment of state-owned enterprise; property right; selective, incentive and restrictive mechanism on executive of enterprises; social security system
