| 摘 要： | 中共十六届三中全会决定指出,完善与规范教育投入体制.本文认为,建立与公共财政体制相适应的教育财政制度和教育金融体系,应是完善教育投入体制的重点内容;教育收费和校办产业收入应是规范教育投入体制的重点内容.

| Abstract: | The education investment system should be consummated and regulated according to the third session of 16th China's Communist Party Meeting. This paper concludes that (1) the emphasis of consummating education investment system should be put on the establishments of public and common education finance systems; (2) the emphasis of regulating education investment system should be put on the education fees and school industry return. |
