| 摘 要： | 社会保障由以国家为主体的社会保障和以商业公司为主体的商业保障构成,但由于保障水平、运行模式、执行主体、管理模式等不同导致二者都出现了自身难以克服的弊端.本文从医疗保险方面人手,着眼于再保险在社会医疗保险和商业医疗保险方面的探索,进而研究如何通过再保险达到社会医疗保险与商业医疗保险互动双赢的局面.
