试论国有商业银行信贷资源的区域化配置

国有商业银行信贷资源的区域化配置是转型时期我国经济非均衡发展阶段不可回避的课题。由于我国经济制度变迁的渐进性,随着国有商业银行市场化改革的深入推进,其从西部地区信贷市场的快速退出与区域内其他金融制度供给不足相矛盾。因此,在目前无论从贯彻国家区域发展政策还是从国有商业银行自身利益的角度,实行信贷资源的区域化配置有其客观性和必然性。本文从宏观和微观两个层面分析我国区域经济发展的差距,对国有商业银行信贷资源区域化配置的现实要求进行了制度阐释,就东西部信贷风险的差异进行了比较,从政府和银行两个层面探索了国有商业银行信贷资源区域化配置的基本思路。

On Regional Allocation of Credit Resources by State-Owned Commercial Banks

Regional allocation of credit resources by state-owned commercial banks is an unavoidable subject at the stage of our unbalanced economic development during the transition period. Because of the gradual nature of our economic system transformation and with the deepening of market-oriented reform of state-owned commercial banks, contradictions occur between their quick retreat from the credit market in the west and insufficient supply of other financial systems within the region. Therefore, at present, it is reasonable and necessary to allocate credit resources regionally whether from the point of implementing state policy toward regional development or from the point of protecting state-owned commercial banks' own interest. In the present paper, the differences in our regional economic development are analyzed at micro and macro levels. Reality-driven demand for regional allocation of credit resources by state-owned commercial banks is expounded. Different credit risks in the East and West are compared and basic approaches to allocate credit resources regionally by state-owned commercial banks are explored from the perspective of government and banks.
