我国商业银行规模经济效率的实证分析及建议

摘    要:竞争是开放条件下银行必须面对的生存法则,对即将与外资银行展开全面竞争的中国银行业来说,提高竞争力的关键是要提高国有商业银行的竞争力.而竞争优势本质上是效率优势,也就是要最大限度地节约成本、增加收益.本文运用随机前沿方法对我国商业银行1994~2002年的规模效率进行了实证研究,引入超越对数成本函数和Cobb-Douglas成本函数并对两者进行了假设检验,估计出了各大银行的规模效率;在此基础上指出,国有商业银行经营过程中长期存在的规模不经济,表面上源于规模大、人员机构多,实质则是隐藏于它们背后的国有产权制度安排和金融领域的长期垄断.

Abstract:Competition is the law of survi val th at banks must face in open conditions.For Chinese banking industry set to compet e with foreign-funded banks on all fronts,the key to upgrade their competitive e dge is to raise the competitiveness of state-owned commercial banks.Competitive advantage is in essence efficiency advantage,e.g.to use all means to cut cost an d maximize income.In this paper,stochastic function approach is adopted in an em pirical analysis of our commercial banks in terms of their scale efficiency duri ng the period from1994~2002.Translog cost function and Cobb-Douglas cost functio n are introduced and tested hypothetically,obtaining the efficiency of all big b anks.Then,it is pointed out that superficially,the uneconomic scale under which state-owned commercial banks have been operat-ing in the past is caused by thei r mega-scale and overstaffing,but in essence,the real culprit is the state owner ship underlying system ar-rangement and long-term monopoly of financial sector.
