我国西部融资现状、融资效率和融资体系建设研究

我国西部大开发战略实施遇到的最大"瓶颈"就是融资及融资效率问题.目前,西部开发的融资现状是融资渠道狭窄,融资能力较弱且效率低下.产生这种现象既有主观和客观原因,也有历史原因和现实因素.为有效解决西部融资及其效率问题,作者从融资角度建议构建高效的西部融资体系,包括:构建西部有效的具有市场引导作用的政府资本融资体系;全方位的间接融资的货币市场融资政策体系;灵活多样的直接融资的资本市场融资体系;制度灵活且投资回报率高的民间资本市场融资体系;强有力的国外资本市场融资体系.通过构建高效的资本融资体系,支持西部大开发的顺利进行.

Financing Status and Financing Efficiency and Establishing a Financing System In China's West

Financing capability and financing efficiency is the biggest bottleneck in the implementation of the west development strategy. At present, the landscape of financing in the west development is characterized by narrow financing channel, low financing capability and low efficiency. Many reasons account for this, be it objective, subjective, historical and practical. In order to solve the problem of financing and financing efficiency in the west, the author suggests from the perspective of financing that a high efficient financing system is established in the west. Specifically, there should be an effective government funded financing system to guide the market; an all-round indirect money market financing policy system; a flexible and diversified direct capital market financing system; a non-government capital market financing system with flexible system and high investment returns; and a strong foreign capital market financing system. A highly efficient capital financing system will give great support to the successful development of the west.
