农户视角下的新农保政策效果及其影响因素分析——基于湖北省605份问卷的调查分析

利用2011年在湖北省团风县和宜都市进行调研的605份有效问卷数据,从农户视角对当地新农保试点的政策效果进行分析。主要分析新农保政策对农户家庭、老年居民生活的客观影响以及农户对新农保政策的主观感受,并得出每个农户的政策效果综合得分。结果发现:对大部分农户而言,新农保政策取得了较好地效果,但仍然存在待遇水平不高从而影响新农保政策效果的问题。分析新农保政策效果的影响因素,发现被访对象的年龄、文化程度及对政策的了解程度会影响政策的效果。建议提高新农保的待遇水平,增强农户的缴费能力,加强政策的宣传力度,以此提高新农保的政策效果。

Analysis on New Rural Social Old-age Insurance′s Policy Effect and Influencing Factors from the Perspective of Households——Analysis Based on a Survey of 605 Questionnaires in Hubei Province

By using data of 605 valid questionnaires which were surveyed in Tuanfeng County and Yidu City of Hubei province in 2011,this paper analyzed the policy effect of new rural social old-age insurance pilot program from the perspective of the households.The focus of the analysis was the system′s objective influence on households and the elderly rural resident′s everyday life,the households′ subjective feeling,and arrived at the overall policy effect score for every household.It was found that for most of the households,the new rural social old-age insurance policy had obtained a good effect,but there was still a problem of low pension level affecting the policy′s effect.Analyzing the influencing factors,it was found that the age and education level of the respondent visited and their understanding of the policy would also affect the policy effect.In order to raise new rural social old-age insurance′s effect,we should increase its pension level,enhance the payment capacity of farmers,and strengthen the promotion of the policy.
