浙江农村社会保障市场机制利用的调查报告

浙江省农村社会保障引入市场机制,在工作实践中创造出保险公司经办新农保业务的"衢江模式"、银行贷款垫交养老保险费用的"柯城模式"、引进市场机制提高医疗保障程度的"金华模式",这些创新在便民惠民的同时减轻了地方政府负担,提高了管理经办效率。浙江经验意味着,为促进我国农村社会保障的发展,可以从四个层次逐步深化对市场机制的利用。

Report on Exploitation of Market Mechanism of Social Security System in Rural Area of Zhejiang

Zhejiang Province introduced the market mechanism into the process of social security reconstruction in the rural area and,as a result,came out with the "Qujiang mode" of commercial insurers administering the new type rural social pension system,the "Kecheng mode" of paying pension premiums with bank loans,and the "Jinhua mode" of introducing the market mechanism to enhance medical care coverage.These innovations would benefit rural residents and alleviate the burden of local government and enhance management efficiency of the programs relating to social security.Thus,the practices of Zhejing Province suggested that four steps should be taken to facilitate the exploitation of market mechanism in order to promote the development of social security system in rural area nationwide in China.
