Study on the operation model and its improvement of China Fishery Mutual Insurance Association

China Fishery Mutual Insurance Association adopts an operation model of "cooperation + administrative support".This model originates from the fact that fishermen′s self-organization cost is higher than official organization cost.And the ratio of the two costs outlines the swing frontiers of this "cooperation + administrative support" system arrangement.This system arrangement has achieved a positive-sum game relationship among the three parties of government,the association,and association members.As the scope of fishery insurance expands,the fishery industry has ushered in a new stage of development.The self-organization cost of fishermen has relatively decreased while the official organization cost has gone up.This contrast of trends may lead to the contraction of the official weight and the rise of civilian force.Meanwhile,the change of external competition environment in the insurance market may broaden the choices of fishermen,which will further strengthen its motivation to highlight the civilian nature of the association.The key for possible change of the "civilian body with government support" feature of the association is to reshaping the harmonious interaction between the association and the government.In the current situation,the harmonious interaction can be exhibited as "transiting from integration to self-discipline",which means that the association still has a strong dependence on government support,and the strengthening of its civilian nature and self-discipline capability mainly depends on the government′s system arrangement.As the association further develops and its self-discipline capability is further enhanced,the harmonious interaction between the two parties will be exhibited as "transiting from self-discipline to integration",which refers to a more harmonious cooperation relationship between the association and the government on the basis of the association′s full self-discipline.
