An exploration on the establishment of teachers′ pension plan in higher education institutes

The reform of the pension system for government-sponsored institution is very important to perfect our social security system and protect interests of staff in these institutions.China started the pilot project of reform for the government institution′s pension system in 2008 but with unsatisfactory results due to the lack of in-depth research on related policies and a well-considered plan.In order to solve the problem of reform on the government institution′s pension system,this paper analyzed the management mode and institutional design of teachers′ pension plan in higher education institutes from the perspectives of fiduciary mode,collective plan,participation rate,plan type,contribution rate and benefit level.
