财政资金监管短板研究及对策

财政资金监管短板问题,影响着财政资金使用效益,如何解决资金监管短板问题,笔者认为,各级财政部门应在项目选定、资金封闭运行、部门配合、项目绩效考评、资金监督检查等环节实施有效监管措施,创新资金监管机制,动态监控资金投入、分配、拨付、使用等情况,提高财政资金的使用效率.

Research on the Shortcomings of Fiscal Fund Supervision and Countermeasures

The fiscal fund supervision has been implemented for many years,and its effects are obvious,but there are some shortcomings,which will affect the efficiency of fiscal funds and the rapid development of the economy.In order to solve the problem,this paper proposes that,fiscal departments at all levels should adopt effective supervision measures such as project selection,closed-loop funding,department cooperation,project performance evaluation,fund supervision and inspection,innovate fund supervision mechanisms,and dynamically monitor capital input,allocation and use,improve the efficiency of the use of fiscal funds and promote the all-round development of various undertakings in rural society.
