基于“本币优先” 念的跨境结算本外币一体化监管研究

近年来,人民币国际化稳步推进,成为我国金融改革的一大亮点,并对本外币一体 化监管提出新的要求。本文从“本币优先”理念出发,以我国跨境结算本外币一体化监管为切 入点,尝试建立理论模型、开展实证研究,系统分析“本币优先”理念与一体化监管的内在逻 辑及影响机制,回答了宏观战略与微观风险防范职能分工、一体化监管与“本币优先”理念逻 辑统一等问题,并提出了新形势下践行“本币优先”理念、加强本外币一体化监管的建议。

Research on the Integrated Supervision of Cross-border Settlement of Local and Foreign Currency Based on the Concept of "Priority of Local Currency"

In recent years, the advance of the internationalization of RMB has become a major highlight of China''s financial reform, and puts forward new requirements for integrated supervision of local and foreign currency. Starting from the concept of "local currency priority", this paper takes the integrated supervision of cross-border settlement of local and foreign currency as the starting point, attempts to establish theoretical models, conduct empirical research, and systematically analyze the inherent logic and influence mechanism of "local currency priority" concept and integrated supervision. This paper also attempts to answer the questions about the division of responsibilities between the macro strategy and the micro-risk prevention, the integration of supervision and the "local currency priority" concept, and puts forward the proposals to implement the "local currency priority" concept and strengthen the supervision of local and foreign currency under the new situation.
