| 摘 要： | 设立中小企业信用担保机构，推行信用担保计划是目前国际上解决中小企业融资难问题的通行做法。但是，中小企业信用担保计划的有效性或其执行效率是否达到理论预期，如何对中小企业信用担保计划的执行效率进行科学的评价，本文从成本一收益的角度提供了一种分析中小企业信用担保计划执行效率的思路。
