对我国碳金融行业发展路径的再思考

在可持续发展、包容性增长方针的指导下，低碳经济在我国整体经济格局中的重要性日益凸显。碳金融行业是低碳经济的重要组成部分，碳金融行业的发展关系到我国低碳经济发展的未来。要尽快改变中国碳金融市场目前依赖CDM一级市场的格局，全面加快中国VER市场的发展，并将自愿减排碳金融交易作为我国碳金融行业发展的重点方向；结合国家战略规划，积极推动国内配额交易市场的建设和相关立法，同时加强碳金融咨询业的整合力度，提升行业水平；国有碳金融行业还应明确碳金融市场发展的首要目标，审慎介入CDM二级市场，避免参与高风险的碳金融炒作，并合理有序地推进国内碳金融交易平台的建设。

Rethinking the Development Path of Chinese Carbon Finance Industry

Under the guide of sustainable development and inclusive growth policy, the growing importance of low carbon economy in our whole economic pattern is obvious. The carbon financial industry already becomes the important part of low carbon economy, and it will undoubtedly affect the future of our low carbon economy. To change the present situation of heavily depending on CDM primary market,we must speed up development of VER market, and identify priorities with voluntary low emission reduction;develop domestic quota market and enhance legislation in order to integrate them into the national development planning together with the integrating of carbon financial consulting business and enhance the level of low carbon industry. We should definite the central aim of carbon finance industry, cautiously entangle into the secondary market of CDM. At the same time, risk of carbon financial speculation and gradually perfect carbon financial transaction platform.
