区块链在政府引导基金管理中的运营机制

摘    要:当前,随着政府引导基金发展的深入,引导基金内部存在多重委托代理关系所导致的信息不对称风险逐渐显露出来,风险管控刻不容缓。把区块链技术引入政府引导基金风险管理系统是金融业的一种新型风险监管模式,能够更好地体现包容性监管的原则,能够推动金融创新活力的迸发和基金整体效率的改善。因此,政府相关部门应该与银行和保险公司展开更广泛的业务合作,在信息的隐私保护、分布式账簿内容安全、基金投资合约有效性等核心领域合力寻求处理技术风险和交叉性风险的解决办法,实现区块链技术系统与政府引导基金风险管理的快速有效融合。

Abstract:At present,with the deepening of the development of fund guided by government,the risk of information asymmetry caused by the multiple principal-agent relationships in fund guided by government has gradually emerged. Therefore,risk management and control cannot be delayed. The introduction of blockchain technology into the government-guided fund risk management system is a new type of risk supervision model in the financial industry,which can better reflect the principle of inclusive supervision,and can improve the financial innovation and the overall fund efficiency. Hence,relevant government departments should strengthen more extensive business cooperation with banks and insurance companies,and work together to find solutions to deal with technical risks and cross-cutting risks in core areas such as the information privacy protection,the content security of distributed ledger,and the effectiveness of fund investment contracts. It is still important to achieve the rapid and effective integration of the blockchain technology system and the risk management of fund guided by government.
