| 摘 要： | 新型农村合作医疗在运行过程中给农民生活带来了有利影响,与此同时在制度的运行上也存在着各种问题。这些问题的根源在于:制度运行的管理体制不畅;管理机制不完善;缺乏制度运行的管理成本理念等。
