粮食安全的本质内涵与研究框架

粮食安全是一个国家或地区可以持续、稳定、及时、足量和经济地获取所需粮食的状态或能力,它具有数量、质量、结构、均衡和价格等方面的内涵;应树立开放、动态、持续、系统以及获取粮食能力的粮食安全观;粮食安全研究应主要包括粮食安全概念与属性、粮食安全测度指标体系与预警系统、国家粮食安全态势、国家粮食安全战略等内容。

Intension Essence and Research Frame on the Food Security

The paper systematic discussed the concepts,attributes and characteristics of food security.Food security is defined as: the situation or capability of a nation or region for sustainablly,steadily,timely,sufficiently and economically getting the demanded food resources.Food security has quantity,quality,structure,equilibrium and price implications.It is suggested that food security should be viewed and studied openly,dynamically,sustainablly,systematically and capacitilly.Finally,it is concluded that the research should be focused on defining,measuring,decision-making and strategic selection of food security.
