| 摘 要： | 环境问题也是制度问题。我国经济的可持续发展目前面临前所未有的环境压力,也是制度缺陷或制度供给不足产生的症结。因此,探寻我国经济发展中环境恶化的深层次根源,提出相应的环境改进策略,进行制度创新,是实现环境、资源与经济共生的必然选择和惟一途径。
