振兴东北老工业基地的资金"入口"与市场"出口"

党的十六届三中全会提出振兴东北老工业基地。振兴东北老工业基地,关键是资金"入口"和市场"出口"。解决资金"入口"的途径有:资本市场筹措;银行借贷;政府财政支持;提高资本使用效率等。解决市场"出口"问题,必须转换国有企业经营机制,调整产品结构,提高技术水平,满足市场需要。

The"Entrance"to the Fund and "Exit"from the Market of Rejuvenating the Old Northeasten Industrial Base

Rejuvenating the old northeasten industrial base was put forward by the Party in the 3th Plenary Session of the Central Committee of the 16th National People's Congress.The rejuvenescence of this old base has a key problem,that is the "Entrance"to the fund and "Exit"from the market.The ways to solve the"Entrance"are as the following:capital market fund,bank credit,financial support from the government,and the increase of the capital efficiency.And the ways to solve the "Exit"are:changing the operating mechanism of the government-owned enterprises,regulating the product structure,raising technical levels and meeting the needs of the market.
