Social capital,depending on its unique superiority,greatly reduced the transaction costs of the industry clusters,improved its economic efficiency and strengthened the regional sustainable competitive advantage.To revital- ize the northeast China,it is essential to cultivate and develop competitive industry cluster and the key lies in the re- construction of social capital.Therefore,it is vital to strengthen the relations between industry clusters under the gov- ernment leading,perfect the trust mechanism and build the corporate honesty.Furthermore it is important to nurture entrepreneurs and give full play to the role of intermediary bodies.
